NOTIFICATION RE:

AMENDMENT TO EMERGENCY ORDER – CLOSURE OF PLACES OF NON-ESSENTIAL BUSINESS

Ontario Regulation made under the Emergency Management and Civil Protection Act

Amending O. Reg. 82/20

(Order under Subsection 7.0.2 (4) – Closure of Places of Non-Essential Businesses)

To all Ontario-based Badminton Clubs:

The Amendment of Closure of Places of Non-Essential Business has been released.  Section 34.4 outlined in Schedule 2 of the amendments state that clubs that are compliant with section 8 of schedule 3 can open if they are an affiliated member club of Badminton Ontario (section ii referring to Provincial Sport Organizations recognized by the Ministry of Heritage, Sport, Tourism and Culture Industries).

Facilities for athletic training or competitions

8. Every person responsible for a facility described in paragraph 34.4 of Schedule 2 shall ensure that,

(a) the only persons permitted to use the facility are athletes who are members of an organization, league or club described in paragraph 34.4 of Schedule 2;

(b) an person who enters or used the facility maintains a physical distance of a least two metres from any other person who is using the facility;

(c) team sports and pool-based sports are not practiced or played within the facility;

(d) other sport or games that are likely to result in individuals coming within two metres of each other are not practiced or played within the facility;

(e) all sport activities are conducted in accordance with the rules and policies of the applicable organization identified in paragraph 34.4 of Schedule 2, including the rules and policies put in place to enable a safe return to the sport;

(f) no spectators are permitted at the facility, other than up to one accompanying parent, guardian or other adult for each athlete under the age of 18; and

(g) any locker rooms, change rooms, showers and clubhouses in the facility remain closed, except to the extent they provide access to a washroom or a portion of the facility that is used to provide first aid.

Badminton Canada and Badminton Ontario interprets the above passage to refer only to the affiliated badminton clubs for the 2019-2020 competitions season.  Badminton Canada and Badminton Ontario does not sanction or approve training or competition for any participant other than those individuals who are members of the affiliated badminton clubs. A list of affiliated badminton clubs can be found in Appendix A.

In addition to no spectators being permitted (except for an accompanying guardian for a person under the age of 18 years), Badminton Canada and Badminton Ontario also urge clubs to align operations with the Badminton Canada’s Badminton Facility Planning During COVID 19 Pandemic document. This document that has been recently issued to clubs.

If your club/facility believes it is well equipped with return to play protocols, please remember to exercise caution in all operations.  Some practices to consider are:

–          Educating your staff and members about the return to play protocols and precautions

–          Providing instructions indicating that if visitors are experiencing flu-like symptoms to leave immediately before entering the facilities

–          Visible signage with general instructions, information, updates

–          Keeping all common elements closed

–          Providing sanitization stations

–          Only permitting singles play; no doubles

–          Only permitting training in groups with two or less students, maintaining physical distancing

–          Handling shuttles with caution, sanitization before and after going onto court

–          All facilities should conduct a thorough cleaning after each day of operations

Badminton Canada and Badminton Ontario also reminds all member clubs and registered individuals, that all activities must adhere to the Quarantine Act (Canada), Emergency Management and Civil Protection Act (Ontario), as well as any municipal bylaws and facility rules in place related to COVDI-19 physical distancing and public or private gatherings.  Failure to abide by these federal, provincial, or municipal requirements may result in legal prosecution by government as well as denial of insurance coverage by Badminton Ontario and possible Badminton Ontario and Badminton Canada disciplinary measures.
